What basic rights does the father of the child have over the child?

Can the father of my child be obligated to sign off his rights to my child if my child does not have his last name and he does not support my child.

A father won't lose his parental rights by not paying child support. The courts will try to force him to pay. If he wishes to relinquish his rights so someone else can adopt, then the courts will accept this. Take him to court to enforce the support obligation or contat the Attorney General's office for Child Support.
