Child Custody court order

If the temporary custody order stipulates that the children named in the custody order can not stay overnight in a home with an adult that is not related to the child but parent 1 wants to allow the children to stay at a relatives that has roommates and parent 2 agrees to allow them to stay, can parent 2 use the incident against parent 1 when they go back for permanent custody?
