Legal Question in Family Law in Texas

What does a father, who has custody every other weekend and holiday, do when an ex keeps charging him with false claims, (police reports)? The ex kept the kids from him for over two months. The father calls police, but police won't take them from her. Dad feels like she's doing something to get kids taken from him completely. She has remarried and stepdad is seriously trying to take over and be only dad. The mom and stepdad want kids to write journal every time they stay with dad. What can dad do to stop this from happening?
