my girlfriend is 15 and has a baby with me can she choose where she lives even though her mother has custody over her

Your gf is a child that gave birth to a baby. She is still a minor in the State of Texas. Having a baby does not magically turn you into an adult in the State of Texas. So her mom controls until she turns 18.
