Legal Question in Family Law in Texas

My niece is 15 and she wants to come live with me. The schools here are better than the ones where she lives. Can I let her come here even though her mother says no. There are a lot of personal issues at home that are contributing to her wanting to leave. Her main point is the 4 year program here that will help her in college. When she asks her mother to come here she said no, but she also got violent when my niece asked why not. I'm not sure what avenue to take. If I don't go get her she will find a way to leave my sisters house.

I assume that the child's mother and father are still married, or that the mother is the person under a Court order who has the right to determine the 15-year-old's residence.

If that is the case, then the mother is the person who has the right to to decide where the child will live, and also has the right to decide where the child will go to school.
