Could a person how has joint custody of a child sign over his/her joint custody to a family member? And of so what would he/she need to do this?

Custody rights are only granted by court order, so you can't really sign your rights over.

What you can do is enter into an agreement that the family member can act on your behalf. It's called a Non-Parent Relative Authorization Agreement and you don't need a lawyer to put it together. The State of Texas has prepared a great form. If you'll follow the instructions carefully, you'll be fine.
