Legal Question in Family Law in Texas

The standard possesion order for visitations state that if a "parent" is absent for more than 48 hours then the other parent can contest the visitation. Does a step-parent count a "parent"?

The standard possession order says nothing about "contesting the visitation." Where did you get such an idea?
