My Step Sister lost custody of her daughter, the grandmother has custody for the last five years. She has asked me to take the child, do I file a SAPCR or is there a better way?

Depends on who "she" is. If "she" is the grandmother, you can take the child by agreement. If "she" is your step sister, you'll have to file a SAPCR. It will be very hard to win.
