how can a regular person get funds release from the court that were held in a court case that is concluded ?

I'm going to need a little more information than that. Specifically, why are the funds in the court registry? Also, do you have a copy of the order placing them there? Sometimes, the order placing the funds will list the requirements for retrieving them. If not, you may need a motion to the court. Again, I would have to read the court order.
