My vehicle was struck from behind by an insured vehicle who's family member driving the car is an "Excluded Driver", can this insurance company refuse to cover damages to my car?

Yes, the insurance company does not cover any accident caused by the excluded driver. Specifically, that specific driver is not allowed to drive that car.

As such, there is no coverage. However, if that driver has his or her own insurance, that policy may cover the damages. Also, if you have full coverage, then your own insurance may cover the accident caused by the uninsured motorist.

If there is no coverage by the person who caused the accident, then you can still sue the driver and possibly have the at fault party's license suspended, if the accident was severe enough.
