Legal Question in Employment Law in Texas

I put in 15 on call hours Monday - Thursday each week and I am paid 1 dollar an hour during that time. I work in health care. I am required to carry a cell phone and to immediately become available as soon as I'm called. I am not, however, required to be at the office during that time. My question for you is if my employer is in violation of The Fair Labor Standards Act of 1938�or do they fall within the standards regarding minimum wage and overtime?

It's hard to answer with so few details but typically on call time is not covered by the minimum wage and overtime provisions of the FLSA.
