Can independent executor be removed if he does not comply with settlement agreements?

Indepedent executor agreed to reimburse his brother (also heir to their mom's estate)

for the expenses he had incurred as a result of home improvements made to decedents home before it was sold. Independent executor sent letter to brother stating that he would reimburse him for his expenses, but since brother would not settle for the small amount offered to him from the sale of the property, now independent executor refuses to grant payment for any expenses the brother made on behalf of the estate.

It sounds like the person needs to talk to an attorney immediately about what his legel rights are regarding this probate. He should not wait because time could be running out. Perhaps just receiving a letter from an attorney will motivate the independent executor to do what he agreed to do. If not, then going before the Judge will be the person's only option.
