If you are listed as dependent on income tax and you die having charge account debt, does the tax payer become responsible for the debt?

Your estate and no one else is liable for all your debts when you die.

If there is no money in your estate the pay the debt the debtor is out of luck.

The only exceptions are:

1. If another person signed the charge card application or used the charge card for a particular purchase.

2, The debt was for necessaries (food, clothing, shelter, medical expenses). If so, debtor's spouse can be is responsible.
