Non-probate Will

I have a friend whose sister is trying to exclude someone from her mother's will. The mother's will was not probated after her death and my friend is being asked to sign a gift deed giving the property listed in the will to two of her nieces, excluding another niece (all three nieces are named in the will). What is the appropriate way to respond if she is not in agreement, without going through an attorney if at all possible?

Tell her that what's being done is improper, if not flat out illegal, and tell the niece who's being cut out of her inheritance.
