does a will override a certificate of heir ship witch one is valad and can an hair give his part to another heir without a big problem

An affidavit of heirship is usually used where there is no will. The will would take precedence.

One heir can always waive their right to inheritance. Or give their portion as a gift to another so long as the value given is under $12,000.00. Over that and the giver is paying gift tax to Uncle Sam.
