Legal Question in Criminal Law in Utah

What can you do when a neighbor lives on a corner of of a culdasac coming off a busy street into a 25 mile an hour zones comes down to my house and tells me to slow down (even though I am under the speed limit) and then threatens me next time he won't be such a nice gentleman. He is accusing me of something I did not do

We have vested our state and city law enforcement powers to a governor and mayors and they have agencies to help them with that task. So he basically has no power to enforce the speed limit. He can call and report it but there wouldn't be any evidence to prove how fast you were doing. If he starts to try and take the law into his own hands and harass you I would call the police and have them handle the situation.
