Legal Question in Family Law in Utah

My fiance hasn't seen his children in 4 years, but has paid child support. he has tried to see them, talk to them, email them, do anything to see them, but his ex wife has not been cooperative. She has since turned off the phone too. He just received a letter from ORS to review Child Support, how can we fight to even see his children? This whole thing is so bizarre

He should fight to see them. By doing nothing he puts himself at risk for abandonment. I have helped several fathers resume visitation, and am certain I can help your fiance.

Since he is going to be reassessed child support this is a good time to file suit against her for contempt of his visitation rights.
