Legal Question in Family Law in Utah

is there a "legal rule" that says when a child is in states custody and is adopted is it true the birth mother cant see child for three months when its an open adoption?? need to know

Once the adoption of a child is completed, the birth parents have no more legal rights to the child. Visitation with the child is at the discretion of the parents who adopted the child.
