Legal Question in Family Law in Utah

So my nieces where living in Utah until about 5 6 years ago when my sister lost custody of them due to drug use. They were sent to Colorado to live with their father. He relapsed about 2 3 years ago and 2 months ago dropped my nieces off at a family friends house. I live in Utah I want to go get the girls but don't know if I can get kidnapping charges if I take them. He has provided no support did not ago this lady to watch them willnot contract them... I don't know what to do I want them home in a sage place already. I've contacted cps there is a active case open. But they will not give me much information they have not been able to contract him as well.what should be my next steps? Can I just go get them?

Are the children in Utah? You can try and file for custody of them in Colorado and prove that it is in the best interest of the children to be in your care.
