Legal Question in Personal Injury in Utah

My mom has COPD. She lives in Utah, 8 miles from a coal burning power plant. She worked at another coal plant for many years. The semi trucks at work refused to turn off their engines. She has smoked for about 50 years. Her quality of life is horrible. Does she have any legal recourse against the power company, Utah Power and Llght?

If she was a non-smoker, I would say that it probably warrants further investigation, but I doubt she would be able to show causation of her condition if she's been a smoker for 50 years. The first place to start would be her doctors to see what their opinion is.
