binding contract for real property

If the seller submitted a sales price to us in writing, but not in a formal contract, do they have the right to change that sales price with out cause?

Your information is incomplete to give you a definitive answer. However, if there is no contract in effect either party can change any term at any time and at best a change in terms constitutes a new offer. After a contract is in effect no term can be changed without agreement by the other party.
