Legal Question in Tax Law in Utah

What if and employer over the last year said they were taking out taxes on an employee but didn't then fired the employee and told them they couldn't file for unemployment. no w-2 or 1099 issued

File a complaint with the Utah Dept of Labor, you might be able to begin at your local unemployment office.
