If I am the next of kin and power of attorney for my deceased spouse, can his parents keep me from moving his remains to another state?

The power of attorney allows you to act on behalf of the person who grants you the power. It lets you do anything the grantor could do. Once the grantor dies, the power of attorney ceased to grant anything--the grantor can no longer do anything for himself, so you can't either. At the point of death, the immediate family is most likely to have decision-making power over the body.
