Yes, you can do that. When you form the LLC, you only need to specify the "organizer," who may or may not be an "owner" now or later, and a registered agent which should be an attorney if you're not sure about ownership at the time of formation. The Operating Agreement should specify ownership (and many other things) and that does not get submitted to the Commonwealth. Yes, you can form an llc as such information is not required on the articles that are filed with the State. However, your operating agreement should detail ownership and you should do so at the time of formation. This also may be later amended.
