Legal Question in Technology Law in Virginia
I live in Virginia. I received an email calling me every bad name in the book. And how much this person HATED me... Can this person get away with this type of action?If so what can be done to change the laws?

Yes, if it's only an email, I would doubt that you have a remedy (other than to treat any further such emails as spam).
