can a landlord submit a tenants account to a collection agency just five days after the landlord sent an itemized bill to the tenant?

Sure, but until a court of proper jurisdiction enters judgment for the

creditor or his successor(s) in interest against the defendant former tenant, the amount referred to the collector would not be legally enforceable against this former tenant.
