Legal Question in Criminal Law in Virginia

Two nights ago I was walking home from a party(I'm 21) and I got stopped by a cop who asked my questions and breathalyzed me then I got hand cuffed and driven to the drunk tank where I spent the night I was never read my rights or had my prints taken but I did get my picture taken. The next morning I was allowed to leave and got handed a paper when had my court date and also the option to pay the fine instead. While there I did ask them if this would be on my record and they said no and that its equivalent to a speeding ticket. As for my question I want to know if this was an actual arrest and if what this said was true about how this will not be on my record
