Legal Question in Education Law in Virginia

I recently obtained my hign school transcripts and after reviewing them, none of my withdrawal forms where signed by me or my parents. There is a signature block for student signature and date. The forms where signed by all other school staff. I never obtained my high school diploma. I never willingly dropped out of school but was told I was not allowed to return and was sent off to take he GED test. All this occured while I was a minor during the 1990's. To date, I have pursued a higher education and now work with at-risk youth. Since working with at-risk youth, I notice that a lot of minority students are being overlooked and underserved. Also, my jurisdiction has a very high dropout rate currently. My question is, would I have a legal case against my school district?
