Legal Question in Family Law in Virginia

Child Custody

My ex husband and I live in different states, I in Virginia and he is Wisconsin we have joint legal custody and he has sole physical custody. He sent our daughter to live with his sister without my permission in West Virginia. Can I go get her from his sister or do I have to take him back to court? Our original court order is in Indiana but which state do I have to file in now since there are 3/4 states involved now? Thanks
