Legal Question in Family Law in Virginia

My daughter who is 19 has a 9 month old, the father of the child is on the birth certificate, they are not married, she moved back home a few months ago with the child, the father has been allowed visitation by my daughter, today he watched the child while my daughter ran some errands and he is now stating that he will not give the child back to my daughter.
