Legal Question in Family Law in Virginia

I have a friend that is from Panama and lives there. She got married last year but never filed any paper work to become a resident. I am only trying to get any info to help her. She told me that the husband went to Panama to visit her and she came to Suffolk, VA to visit him and they got married. She went back to Panama waiting for him to send for her and her children but he never did. He said that he didn't have the money to bring her to the states at the time but when he get the money he will send for her. It has been almost a year and he don't want to talk to her. He has her sister to relay messages. The last message while talking to her sister was he didn't want to be with her and if she wanted to file for a divorce she could come to FL and do that. He said that he was not going to spend the money to file because he is using his money to fix up his house. My frined talked to a lawyer in Panama and they told her that they could not do anything because she got marring in the United States. Since I am in the US I told her I will get any infomation to help her.

Your friend can file for divorce in whatever state she is recognized as a legal resident

which apparently now includes Virginia and there would be no requirement that she would have to go

to Florida in order to file for divorce. (Furthermore, the same should also apply if she continues to reside

in the country of Panama irrespective of what some local attorneys there may have allegedly told her.)
