Can a non-resident living in another country who is married to someone in the United states file for a dirvorce from that person in the states and if so how can it be done? Can they use a online divorce filing?

Yes, but first the person must become a bonified, i.e., legal resident of the U.S. state in which she wants to file for divorce and meet whatever other conditions that may apply.

And, no, this cannot be done via an "online divorce filing".
