Legal Question in Family Law in Virginia

In the state of Virginia if a child is still in high school even though they are 18. Does the parent they do not live with have any legal rights to see or communicate with them. The parent they do not live with is paying for everything for them while they are in school. Also what can I do legally because the parent they live with allows them to drink and do drugs

If a child is now an adult, i.e., over age 18, whether in school or not, s/he has the right to choose to see and/or communicate with whomever s/he wants

(or not) whether it be a parent or someone else (in my opinion).
