My wife and I have sole legal custody of a child from Ohio who was determined to be dependent by the Ohio courts and both parents voluntarily agreed to place him with us. Do we have to get permission from both parents to adopt the child?

these parents to adopt this child unless the court has already terminated the respective parental rights of each one.
