If a judgment has been set and now I get a summons for court in July 2011, this judgment was seven years ago can this person still go after me

If you mean can this judgment still be enforced and only seven years have elapsed since its entry, the answer is almost assuredly in the affirmative.

Yes. The judgment is good for 20 years, and can be renewed as the 20 year period approaches.
