Hi, I'm an American citizen, I'd like to apply for green card for my mother. she is a Russian citizen, but her husband is French citizen and she lives in France. He has a french resident card. she tried to apply for tourist visa and she got denied so now I'm thinking to apply for green card for her. Will I have any problem when I will file for her I 130 because of she is a French resident? And how long time it takes for her to get a card. thank you

You can file the I-130 for her and assume consular processing at the US consulate closest to her in France, because she has lawful status to be in France. Depending upon your age at the time of your mother's marriage to her French citizen husband, you may be able to file an I-130 for him as your step-father as well. You should plan on over six months and possibly a year for the I-130 to be approved and consular processing to be complete.

Yes, you can apply for your mother assuming she is legally residing in France.

It's typically taking around 5 months for approval in the US, followed by consular processing at the NVC + embassy (usually a few months at most).
