Legal Question in Employment Law in Virginia

My department asks us to upload our photos to Outlook, so employees can see each other's face during email or Lync (instant messenger) communications across the country.

While photos are safely saved in Microsoft Active Directory, I don't feel comfortable posting my photo. There is no opt out option, and my manager is urging us to do it.

Is this legal? If not, what should I do to not offend my manager?

The matter described (in my opinion) appears to have little to do

with what may be "legal" or illegal but rather with what your manager is supposedly "urging" you to do, and unless you happen to be currently covered by a valid employment contract which affords you the right to refuse this particular 'urging", the company would likely be able to make what they will of your refusal and take whatever action against you that it deems appropriate.
