Legal Question in Employment Law in Virginia

I was hired in August for $23 hr. and have it in writing. It is also on file at our office that I earn $23 hr. but somehow I'm only being paid $16 hr. Manager says he will get it straight with corporate but keeps giving me excuses. Can I go after the almost $8000 back pay?
