"i live in columbia maryland and i have a question. my lease reads my monthly rent is due on the 1st of the month and late 14th of the month. can the landlord file eviction notice before the 14th or take any sort of legal action against me?"

Depending upon the exact wording of your lease and how persistent

"lateness" may be defined or reasonably interpreted, yes, it may be possible

for your landlord to do as you've described (my opinion).
