Legal Question in Landlord & Tenant Law in Virginia
I have a rental property that have tenants that have not put the electricity into their names. This was suppose to be done in Dec. 2013, my question is can I have the power cut off since they never put into their own names?

No, you could be risking legal action against yourself by these tenants (my opinion).
