Legal Question in Landlord & Tenant Law in Virginia

Residents Rights in a Community w/ a Homeowners' Assc

If I doin't think my Homeowners' Assc ia exersizing responsible fiduciary obligation in best interest of residents, what recoarse do I have (i,e, not paying dues. etc)? It appears they think all they have to do is contract for lawn care of common areas.
