My roommate and I have leased an apartment for a year and now reverts to month to month however she is paying no bills other than the rent out to I get her out

Tell her that she must start paying her share of these bills (utilities I assume) within 30 days or

you will have to be moving out. (And, if nothing happens within the specified timeframe, then be prepared to give the landlord your notice that you're vacating the premises.)
