Insurance Settlement - Dog Bite

Our child has been given a proposal on an insurance settlement for a dog bite (about 15 years ago) - she just reached majority age. Is it appropriate to counter the insurance proposal?

Yes, of course, particularly, if it accords with most initial insurance settlement offers, i.e, a so-called "low ball" offer.
