Is it legal for my parents to withhold my U.S issued Passport? I'm not a minor anymore.

Legal, you ask? Probably not, but instead of concerning yourself

with legalities, why not just request that the State Department issue

you a replacement passport after you explain why you are not currently in

possession of the one that was previously issued in your name?
