Legal Question in Traffic Law in Virginia

Does "46.2-656. Nonresident may operate temporarily without registration" in the VA code permit operation by an emplyd VA resd.?

**Person is a gainfully employed resident of Virginia*Parents live out of state, and own Car registered in their state*Insurance policy has been appropriately updated to reflect that Person will be driving Parents' Car in Arlington, Va*Car would be returned to Parents in their state within 6 months.**

Can Person borrow the Car from Parents for less than 6 months (say 3) , without registering the Car in VA or getting VA plates? What other regulations are relevant here? What about at the county level with Arlington registration/ personal property tax? What about the $100 out of state plate tax?

I am confused because some official website FAQ s combine fulltime-student status & out of VA ownership

Yes, (in answer to first question) since the statute at issue, i.e. 46.2-656 incudes

the following language "such owner may operate or permit the operation of

such passenger car"...

I would suggest, however, that the borrower of such vehicle obtain and

carry within the vehicle a notarized affidavit showing that the borrower has obtained such permission from the owner of the vehicle.

And, no. I don't believe that any other fees would be required from local jurisdictions or the Commonwealth during this six month period.
