Please explain the differences in DMV ordinance 46.2-816 Following too closely and Fairfax county code 82-4-25 failure to maintain control, and outcomes of pleading guilty to one citation and points associated with each. Are they viewed the same by--name removed--court judge and the insurance companies, etc.?

Violation of Commonwealth traffic code 46.2-816 is a four point violation which remains on your DMV record for three years. If the local Fairfax ordinance which you've cited in your question is intended as a mimic or parallel violation of the state statute, then the points assessed against your record would necessarily be the same (as the state statute) and its violation would be viewed in the same light by a court or insurance company in terms of its seriousness.
