Legal Question in Traffic Law in Virginia

i am double leg amputee in apower wheelchair. i have rode in my wheelchair all over the city streets in lynchburg. today i was in smith mountain lake in huddleson and was told by the owner of one of the condo complexes here i could not ride on the side of the road even if i was in the grass! these are country roads, not private property, there are marina's condo's and privately owned homes here. no side walks, so what are my rights? Can i ride on the side, when i see a car coming i stop until the car passes. i ride facing traffic. did this person have the authority to throw me off the road?
