Legal Question in Traffic Law in Virginia

I am a non us resident , living in falls church city, for about 2 months on a valid workers visa. i have borrowed a car from my brother because i cant afford a car right now and i would be leaving this state any way in a year and a half because of nature of my job.

i got this citation of 50$ penalty from falls church city police, for not displaying valid city auto license sticker, i have to pay it or contest it within a month ,otherwise i would have a double penalty. the car i have, is insured in my name , has other wise every thing upto date for the state of north carolina, where my brother lives.

its not possible for me to have the car title changed in my name because i have it borrowed from my brother, so i cant get the car registered in virginia and have va number plate. should i pay the fine? what should i do to prevent such thing happening again.or is there no choice other than to return the car to my brother? or have the title changed so that it can be registered in va?

You should first check with the local office of DMV to determine when the vehicle must be registered in Virginia and how soon you must obtain a Virginia driver's license in order to continue to operate it. You should not be required to have to purchase a Falls Church City decal for this vehicle until you have to register it in Virginia and obtain new license plates for it (and you can tell the court this when you go to your hearing to contest the ticket).

But, of course, if your brother does not wish to sign over the title to the vehicle to you, then you will have to return it to him by the date that it must be registered to you in Virginia.
