What are the potential implications if someone with a Maryland motorcycle permit gets pulled over in Virginia riding without supervision?

The motorcycle rider could be charged with illegally operating the motorcycle if the Commonwealth's traffic
code requires supervision for such permit holders even if Maryland law does not (in my opinion).
