Legal Question in Traffic Law in Virginia

I was on my way down the road today and it is a two lane road with a double line separating it. A school bus put its yellow lights on around two seconds before I passed but did not have its red lights on or a stop sign out. The car in front of me did not stop so I assumed it was legal to pass and the car behind me was tailgating me so I could not stop safety without causing harm to my vehicle, myself, or others. I was going 37 in a 35 mph zone so it was hard to stop with them so closely behind. The bus driver did not honk the horn and there was a cop behind the bus a few cars back but did not pull me over. I'm in Virginia.
